Avatar won't upload

Hi I've been trying to to upload an avatar of only 22.5kb but it keeps saying upload failed. anyone know what I'm doing wrong. TY

It won't let me upload an avatar at all, do I have to wait until I've made 50 posts?

No way 50 posts !!!
Is that why I can't up load my pic o thought it was because I was using my iPhone
